I would use persona sin poder as the most accurate one for politics... if you look at the origin and the meaning of the term when it first was used, then elefante blanco might be a better option

My comment:

In spanish (Mexico), there's no 'exact' idiomatic equivalent for 'lame duck'. Any literal translation from a dictionary is inappropriate. Should be used 'formally' instead, eg.
- cesarán sus funciones legislativas
- cesión de funciones del presidente
- cesan al delegado
- Los consejeros cesaron en su cargo por...
