Well, "apportionment" is good, but "range" is bad and "debt" and "grounds" worse. I see no need to translate "-umfang" at all. "Verschuldens" has nothing to do with debt, but refers to the extent of the negligence, and "anhand" is "on the basis of" in this context. I would suggest (for the whole sentence): "In the case of other damage caused by negligence, liability shall be apportioned on the basis of the degree of culpability/negligence/...". I would defer to the lawyers on the choice of the last word, but "debt" is a definite no-no.
