Dipl.Artzt is indicative of completion only of medical school and the inital State exam. An additonal pracitce of 6-8 years is required before Dr. Med may be stated (usually under the direction of a senior doctor at a hospital, just as we call them internists here in the US). In Switzerland, it appears that s person who specialized (at school) in a particular medical field (say, pediatry for example) would be Dipl-Arzt Pediarty. However, "Dr. med" indicates that the internist period of 6-8 years is over, and the doctor may now practice without supervision.

In der Schweiz ist man nach dem mit dem Staatsexamen abgeschlossenen sechsjährigen Studium zunächst eidgenössisch diplomierter Arzt und als solcher zur Arbeit als Assistenzarzt in Krankenhäusern und Arztpraxen befugt.

This simply means that she is a doctor, plain and simple. The best thing to do is find out what kind of doctor this is i.e. doctor of gynecology, radiology etc.

We assume that she has already graduated from medical school, so she can call herself a doctor. Maybe this is to emphasize that she is out of training/residency and practicing independently. Any experts on Swiss degrees out there?
