My comment:

Means that they will be in effect form the date of registration, then final 5 working days later, which probably means you have 5 working days to make any changes.

Dear Barbara,

I have seen this expression many times before in agreements and by-laws in English. In general, we'd use the semi modal SHALL for legal contexts.

My comment:

En firme means definitivo, so final is the answer to your question. I suggest a future form, as registration will follow execution.
