There is actually nothing wrong with this (legalese) sentence. In a legal text quite "strange" constructions are often quite "normal" (just have a look at how laws are written).

The other translation suggestions for "übrigens" are "übrigens" correct too, however, I would not translate it this way as it makes this sentence sound clumsy.

In this case I would simply say "also" as it does cover the meaning very well and "übrigens" the word does not have a terrribly important function in this case. My play with the word shows that it is a commonly used word that is used quite loosely.

Suggestion without further context:
This approach would also have consequences under criminal law.

Dieser Satz klingt im Übrigen nicht sehr deutsch.
Ich meine, es sollte "Vorgehensweise" heißen und "strafrechtlich relevant sein". Für mich klingt dies schon nach einer Übersetzung!
