My comment:
i.e. not depending on but connected to ambient air-fed fire places/installations.
Let's try it the other way round:
The aircondition (sxstem) may only be operated in accommodation units with fire places/installations which are entirely independent from ambient air (or:. which have no ambient-air connection) and (are) not connected to any exhaust/ system.
