My comment:
Both mean that you don't ask for informaton or similar but put the question in such a determined way that it can only be answered by YES or NO. e.g.: Is it 9 o'clock right now? or Do you need a car? - instead of: What's the time? What do you need a car for?
This can easily be used for manipulation: e.g. You don't want serious injuries if you have an accident, do you?
