Meaning "uncalled for": That was out of line - that was uncalled for. It is an english idiom.

My comment:

Out of line is an English idiom ( see reference 1) . You can find different synonyms for this idiom (Reference 2). I believe that the sense here is more like "unusual" ( see reference 3).
