My comment:

please note: "pays" can be either country ("país") or place. If place, the word in Portuguese can be "lugar" (within this context above) or "local".
If you have doubts about the latter bit, pls send the rest of the phrase because the pronoum usage here can be a bit tricky if we don't have the rest of the sentence.
