Yes, my first thought was "had any inkling" of the plan about to be implemented. I need more context because I could come with a dozen solutions, none of which fit the context. "Vue d'ensemble" could mean "overall view" or "common view" where everyone agrees reaches a consensus. At first, I thought the people were going to be taken by surprise and not realize what they had agreed on.
