Harraps Business Dictionary has 'prescripteurs' as 'opinion leaders' but I would say in your context the term refers to those people responsible for choosing which materials to purchase...getting/staying on the right side of them would be essential!

In the US, we might say deciders, in the UK, decision makers...

It means the people calling the shots in purchasing
