My comment:

It's where guests are entertained, with living rooms, lounges, state rooms, reception rooms (whatever you choose to call them, depending on context). In the above text, the particular floor seems to be "ground floor" because the characters have just come in (from outside?) and there's a large staircase in front of them, suggesting they're in a grand hall, with the "saloni" leading off them.
