My comment:

Shark is the word for Strozzino so you might want to say it the above way or also in this different reformulation: "Almost a shark's proposal".

I am not sure of the context as it is not enough. I take it strozzinesca is taken from strozzinare-to strangle(Oxford Dict) so maybe the owner did not want to relinquish it or asked an exorbitant price
