It sounds like a sacarstic comment to me especially in a competitive context. (It could mean there's no trust. If that's not the case, then that could work in a literal meaning.

I beg to differ with you, fanchican, because what is "self-confidence", other than one's trust in one's own abilities and judgments, which certainly energizes and motivates an individual (they are the "passionate" about what they are doing and their ability to do it), not matter what positive track one is taking in life.
