parse is off for translation....
The issue of migration was then clearly labelled [or denounced as, but one must see the text to know] a threat - which XXX was quick to recall was veering off course - disturbing the myth of the authenticity of the language.
Rappeler can be RECALL, as in I recall, or it can mean: I remind [you]. And in French, often it doesn't explicitly have a pronoun along with it. Only you can tell what that pronoun might be.
I have to say given the nature of rappeler, one can't do this well without considerably more context... . Given the paucity of text due to lack of space, it seems to me that XXX saw the whole first clause as being something that was headed for a dangerous place

It's the reference to the other commentator that has no context supplied :-( [If it's any help, it's Glissant, but he's not referenced in the bibliog and I'm not about to trawl through the literature as the reference is too non-specific. I'll be asking the author to provide a bit more info here! ]
