My comment:

In France, in money matters in the courts, people have to make payments as deposits which the courts keep an eye on until a decision is made regarding payment to plaintiffs etc. Here, the court is acting as the third party holding the money:
consignation (d'une somme d'argent) : dépôt d'espèce, de valeur ou d'objet entre les mains d'une tierce personne à charge pour elle de les remettre à qui de droit.

Basically, the courts holds the money in escrow for later payment/disbursement.
