his services were offered primarily in the banking sector, especially smaller banks... (not sure if "were offered" is correct here. It depends on the type of services offered. They seem to be nuanced somehow).

especially small banks where he knew people whom he flattered/pampered, and who would protect him,(and so provide him with money for the loans he needed to make). Please provide more context. I think this is the general sense but then you have to turn it round according to the style you adopted in other parts
