Confort domestique almost always refers to heating.
It can also be used when referring to heating-related things such as double glazing and roof insulation.
I'm surprised you've seen this on a bulletin de paie. It doesn't appear on any of the model "bulletins de paie" I've looked at, including my own.

Probably some kind of subvention/allocation/assistance to improve a housing unit and its equipment, for better efficiency or whatever they cooked up.

That's what it sounds like, but I've never seen it on a payslip. It would more likely appear on a déclaration fiscale, surely? Some kind of home insulation allowance. You can deduct some approved home improvements from your tax bill in France.
