No era muy alta refers to the grass, and not the person.

Barbara, what is the subject of the sentence, a person, an animal? About "alta", we don't know whom or what it refers to. Is it a defining adjective of hierba or of the subject of "avanzó"

it was not very high but, with so little light, it felt rather impressive as he swished through

My comment:

I wrote felt rather than looked as it seems to deal with the sense of touch rather than eyesight.

I supposed it was a man but the character can be a woman of course. So he or she according to the context.
