Context:

Pour éviter tout retard dans les paiements et les pertes cumulatives continues, le constructeur n’a laissé aucune autre option que de supporter les dépenses de l'extension de la lettre de Crédit, même si l’extension de L / C était résultant de la violation des obligations du client (particulièrement opposition de propriétaire).

Is the idea: stop a cheque payment or is it the owner's veto to the building of an extension to the house (for instance)?

My comment:

This is clearly a text that has been (poorly) translated from English into French ("était résultant de" is not French; "pertes cumulatives continues" is very odd too (word-for-word for "continuing cumulative losses"); same goes for "particulièrement opposition de propriétaire". Given that this is the case, the likelihood that the translation is simply "proprietor's opposition" is quite high.
