My comment:

I think it is not ignorance itself (te conozco bacalao aunque vengas disfrazao) which is a source of confusion but "le mélange des genres": ignorance associated with enlightenment. This is why the verb is in the plural.

My comment:

After somebody has done something bad -or evil-, the expression "cuándo no" means: what else could be expected from him/her !

I am taking "la ignorancia" as the subject, so that I understand the verb "promotes" to be singular.
