"Sullen" is an adjective usually used in the description of adolescents and the expression on their faces. Saying someone has a sullen mouth doesn't mean that she doesn't talk very much; it means that her habitual expression is one of discontent or resentment (as opposed to a smiling or happy countenance). A sullen look is the kind of look that makes you think the person would snap at you (lash out at you) if you said anything to him or her.

Pienso que es importante destacar la imagen que el autor trata de evocar en la mente del lector: tristeza, melancolía, pesadumbre opuesto a dulce o sensual o apacible. Claro, tu conoces mejor al personaje y puedes determinar el grado de tristeza que encierra su boca.

Physically, it means her mouth turns down at the ends, which makes her look like she's a bit bad-tempered or sulky. For some great example of a sullen mouth, look at some of Frida Kahlo's self-portraits!
