En primer lugar, necesitamos el contexto para saber si habla sobre entrar en alguna universidad para estudiar medicina o habla sobre los requisitos de ingresos que se deben cumplir para acceder a determinados servicios sanitarios. Pienso que se trata de lo segundo, por tanto serían requisitos de ingresos, ya que "qualifications" es sinónimo de "requirement", e "income" son "ingresos".

En 2000, un gran número de requisitos salariales...

I opted not to use "muchos" as the only translation of "many".
