I have a very good booklet on schools in Germany and the English-speaking world. An Ersatzschule would be charter school in English.

This is clearly the only acceptable suggestion. Charter school is only applicable for certain old estblished British schools. Surrogate has nothing to do with schools and has a negative flavour.
