Context:

counselor delegate doesn't sound right, and though I did a Google search I'm not coming up with a good translation...what do you all think? thx

Counsel delegate can also work as well
Council delegate it depends on the paragraph and to what it is referring.

I think your first choice was correct. In France it means a counselor who has been given special responsibilities by the mayor (issuing birth certificates etc.) Not sure there is an equivalent in UK or US

My comment:

A "delegate advisor" would be someone who gives advice to delegates (at a conference, for instance). An associate advisor is, more generally, a novice advisor whose work is assigned (=delegated) by a more experienced advisor. This is what "conseiller délégué" means.
