It's quite a complex process that involves, browsing online information and a systematic analysis of the data found for a specific purpose. It's pretty hard to translate it in a nutshell!

You're right that this is, in practice, usually what it entails, so you could say something like "he can comb the Internet for relevant documentation" - though "veille" does also involve reading literature that is not necessarily on line (printed periodicals, reports, research papers and so on), so I feel it's ever so slightly restrictive.

Not quite - "veille" means keeping an eye out for data that may be useful - and documentaire doesn't refer to documentaries here.
