I think it means that these restaurants do not belong to a single ethnic group. Rifacentisi seems to mean 'reflects back' or 'refers back' in most examples I found: https://www.google.com/search?q=rifacentisi+definizione&oq=rifacentisi+definizione&aqs=chrome..69i57.10431j0j8&sourceid=chrome&ie=UTF-8
