So many of the answers above are so near the mark, in my opinion.
I know this is long, but I think it properly expresses what the situation is. "Rehiring preference" is too vague, I think, though it is technically correct. My suggestion could be massaged for the context, and I am not sure precisely of the legal conditions for the "appropriate job" aspect, though I imagine that is the case.

I agree with you, Brent. The word "recruitment" does not make sense when talking about a "salarie" (i.e. someone who is already employed). "Embauche" must then refer to rehiring after a layoff; however, we don't have the full context of the phrase, so it's a bit difficult to be exact.

If the context is one of layoffs, then I assume this means that a salaried employee who has been laid off will be given rehiring preference for a period of two years.
