[here] standby duties/services

My comment:

astreinte (ou services d’astreinte) et permanence = standby duty/service

it's worth comparing official wording (!):

NB:
cf https://www.worklawyerca.com/controlled-standbyon-call-pay-8-examples-used-to-describe-an-employee-on-call/
“ Standby or Controlled Standby are legal terms used to describe situations in which an employee is doing nothing other than waiting for their employer to call them to work, if need be. ... The rate of pay for standby does not have to be the employee's regular rate of pay, but cannot be less than minimum wage.”

cf https://www.legisocial.fr/contrat-de-travail/duree-de-travail/astreintes.html ; https://www.juritravail.com/Actualite/astreintes-temps-travail-employeurs/Id/207171
astreinte, i.e. une période pendant la quelle le salarié doit être en mesure d’intervenir pour accomplir un travail au service de son entreprise, sans être en permanence sur son lieu de travail ou à la disposition de son employeur -- a period during which the employee must be able to intervene to carry out work .... without being permanently at his place of work or at the disposal of his employer

permanence, i.e. une période pendant laquelle on doit se trouver sur le lieu de travail ou en un lieu déterminé, en dehors des périodes du travail effectif, ceci pour la nécessité de service
-- a period during which one must be in the workplace or in a determined place, outside the periods of the effective work, this for the necessity of service

The employer is entitled / allowed to set work on call or outside normal working hours

My comment:

Le futur n'est pas absolument nécessaire dans ce contexte: c'est la façon de s'exprimer dans les textes à caractère juridique. "on call" means he can be called to work if needs be.
