Cela dépend de ce qui suit "à concurrence de..." (il y a soit une quantité exp^rimée en tonnes par exemple et à ce moment-là on trouverai up to the level (quantity) of, ou une valeur monétaire (up to the amount of) ou une autre expression du genre "de ce que l'entreprise doit à...." et dans ce cas on pourrait trouver "to the extent of..." etc.

I do not see the term within your sentence. Cocurrence is competition, but à concurrence, is to a limit of..
