"Hacienda" refers here to " Treasury" more than "property" based on the entire context.

My references:

In Larousse's Unabridged Spanish/English Dictionary "Ministerio de Hacienda" is translated as "Treasury Department." If we are translating this term for an American audience then "Department" is more appropriate than "Ministry."
