[modulate the times of X and Y so as to comply to] standards of absolute timeliness (= make sure that X and Y are done promptly and in time)

My comment:

I would translate it less literally:

NOT: "it is the duty of the delegate to ***modulate (*) the times*** of the preliminary investigation and of the subsequent sending of the communication ***(so as to comply) to standards of absolute timeliness***, ensuring in any case that a communication is made within 30 days from the disclosure of the violation."

BUT: "the delegate's duty is to **make sure that [canoni = norms (**); modulare = modulate, modify (***)]** the preliminary investigation and the subsequent sending of the communication ***are done promptly and in time (****)***, ensuring in any case that a communication is made within 30 days from the disclosure of the violation."

My references:

(*) https://it.thefreedictionary.com/modulate :

"modulare : organizzare secondo uno schema flessibile.

EX.: modulare un programma "

(**) https://www.wordreference.com/iten/canoni :

"canoni (smpl) (= criteri): canons, rules; (di comportamento) norm"

(***) https://www.wordreference.com/iten/modulare :

"modulare: modulate; inflect, modify;...

=> literally: "modify the times (...) so that they comply to norms of absolute timeliness" (timeliness = being prompt and/or on time).

(****) https://it.thefreedictionary.com/tempestivit%c3%a0 :

"tempestività : l'essere ***rapido e puntuale***

EX.: la tempestività di un intervento"

---

https://www.wordreference.com/enit/on%20time :

on time = puntuale

https://www.wordreference.com/enit/in%20time :

in time = in tempo (= not too late)

=> in time or on time.

"absolute standards of timeliness" or "standards of absolute timeliness":

it comes to the same and in English "absolute standard" is an expression in business matters:

https://www.investopedia.com/terms/a/absolute-performance-standard.asp

"The **absolute performance standard** is a theoretical benchmark for quality control.

Although it is unattainable, it can be a good way to measure how well a business and its workers are doing.

An organization can measure how far the business and its processes are falling from the mark of perfection the absolute performance standard represents."

and

https://www.mbaskool.com/business-concepts/human-resources-hr-terms/15097-absolute-standards.html :

"Absolute standards is a method of performance appraisal used to evaluate the performance of an employee in comparison to standards established by the firm.

Evaluation is done on an individual basis rather than comparing co-workers.

These standards can be set using research on work sampling, production data or expert opinions.

Methods can be of qualitative nature, quantitative or a mixture of both."
