I would translate it less literally:

NOT: "it is the duty of the delegate to ***modulate (*) the times*** of the preliminary investigation and of the subsequent sending of the communication ***(so as to comply) to standards of absolute timeliness***, ensuring in any case that a communication is made within 30 days from the disclosure of the violation."

BUT: "the delegate's duty is to **make sure that [canoni = norms (**); modulare = modulate, modify (***)]** the preliminary investigation and the subsequent sending of the communication ***are done promptly and in time (****)***, ensuring in any case that a communication is made within 30 days from the disclosure of the violation."
