The translation entries are exactly the same in Harper Collins Unabridged French/English Dictionary and Larousse's Advanced French/English Dictionary.

My comment:

I would translate it like this because every country has its own ministries and departments, fulfilling unique functions. I don't think there is a U.S. equivalent for this due to the difference in Haiti's political system and in the tasks the ministries are performing.
