Literally the term "inquietude" means worry, but in this context it means that the establishment need not worry and therefore supervise this person as he circulates with a child.

There are permission slips needed for all sorts of activities concerning children in France and they are always written in a formal way - I think the English should reflect that, rather than using the usual 'without worrying' type of expression
