This is like comparing apples and oranges. A school board in the U.S. is usually a board of elected directors who run a school district made up of all the public schools in a town or a region. They decide financial matters, among other things. In Latin America, as far as I know, school "districts" don't exist. Public schools are usually run by the Ministry of Education. You can't just use the term used in Mexico or Puerto Rico (unless P.R. uses the U.S. system) because they aren't equivalent. Here in the U.S., school board is usually translated as "junta escolar". You could say he was "un director de la junta escolar regional" or "un miembro de la mesa directiva del distrito escolar de ... ".
