Il se retrouve injustement soumis au verdict de la souffrance physique et morale

...de la part du régime militaire qui pour des raisons injustifiées peut être arrêter, enfermer en prison ou envoyer sans état des âmes ses propres citoyen aller alourdir l’effectif des cimetières // I found "status animarum" in Termium for "état des âmes"...or is there a better way to word this?

Much prefer "heartlessly," in this instance, which is what I come up with off the top of my head, although Collins Rrobert gives the other option.
