skirt, bed skirt

My comment:

Skirt or bed skirt is certainly OK in US English. In the USA we use valence mainly for the top part of a curtain (that covers the rod).

valance

My comment:

Never heard of a bed skirt! The frill of fabric around the base of a bed to hide the legs or bottom is known as a valance in the UK.

Agree. Haven't heard of bed skirt either. It's a valance, a bottom sheet with frill as you say. (And definintely not bed socks!)
