I live in Argentina, and this expression is very colloquial. The context sentence doesn't make much sense...

I didn't find any formal reference, only forum or blog posts. This one is an interview with the ex mayor of Buenos Aires where the meaning is well understood. In the fifth question he says "Si vas a una pelea por una causa grande, te pueden llenar la cara de dedos, pero al menos fue una pelea."

Its a slang kind of way of saying that someone will slap someone else using the imagery of "...all fingers on the face" There are many ways of saying it in English, but the general idea is the "slapping"
