My comment:
it is not a "competition" agreement - it is the opposite thereof. I do not know whether you have access to the "entsprechend Anlage Z des Rahmenvertrages" as it would allow you to verify whether my assumption is correct.

Could this be a declaration that Herr XY, or his business have not transgressed any competition rules: ie. price fixing or unfair competition?
