Again, this is peculiar to French labor law. In each enterprise, the employees elect delegates that speak for the personnel. In larger entreprises, there is also a 'Comité d'entreprise' that has more formal function of interlocutor with management. In entreprises that are neither small nor large, they have the option of regrouping both the delegates and the comité d'entreprise in a unique body, the "délégation unique du personnel".
Since there is no equivalent, the best way to translate is to explain.
