Kommt auf den breiteren Kontext an. Kann sein, dass die Organisation sich intern an bestimmte Standards hält bei der Herstellung ihrer Programme. Kann auch sein, dass sie Willens ist, bestimmte (Fremd)software einzusetzen oder ihre Programme damit kompatibel zu halten (bei Nichteinhaltung bestimmter Regeln dann eben nicht mehr).

Although "Kompatibilität" hits the right area, I do not think it communicates well in German. It's the "compliance with a standard" that should be communicated and, at least, in German, you say "einem Software STANDARD folgen ..." or however it fits the exact content -

Compliance is technically speaking not the correct word in use here, but it should probably have been "compatibility."

It still seems to be a typo or bad choice of words, probably due to the fact that "comply" was used earlier on in the sentence, and presumably the word that was meant to be there instead of "compliance" should have been "license" or "policy." That's my second guess... (Or actually, make that the first.)
