That's right!!!! 1. "Out on the lot" refers to something that is not included. 2. This specific sentence refers to a type of question that leads to an engagement action or a YES/ NO answer ( tie-down questions). 3. The author explains that many salespeople think that it is right to use the sentence “If I could, would you?" as a tie-down question, but that's wrong because it doesn't lead to any YES/NO answer (It leads to MAYBE, PROBABLY ...).Therefore these salespeople are not getting the engagement of the client.
