I forgot to say that "à droit constant" here might refer to the previous auditing rules. Therefore you can also say "pilot (test) project on the basis of established auditing rules" :)

à droit constant may be something to do with applying the same legal framework, but need more context to understand.

this expression is usually translated as "established law", but in your context, rules fits better. Check whether they actually mean "Law".
