My comment:

"servitude d'urbanisme" is hard to translate into English because it refers to a kind of easement that comes from the French Code de l'urbanisme that includes all laws and regulations regarding planning, zoning, building, etc..

Regarding "dispense d'urbanisme", I am not sure whether this is strictly related to these easements. This expression itself doesn't seem to exist but according to the same Code, there are some renovation works that are "dispensés du permis d'urbanisme".
