My comment:

Usually "il borgo" is a small village where the palazzo often dominates. Not sure why it would be in inverted commas unless there's some suggestion elsewhere that the village isn't really a village - maybe it's much bigger than a "borgo". I'd simply translate literally and leave the inverted commas.
