Instrumentación means: to make something a legal document =un instrumento jurídico.

In order to do that, you have to fill in forms or register births or deaths....etc.

Una de las acepciones de instrumentar es "Crear, constituir, organizar", por lo que podemos suponer que es la persona a cargo de organizar y encontrar los instrumentos o registros.

Dado que el contexto que señalas es ingeniería, creo que podría tratarse de "instrumentation". Los siguientes enlaces pertenecen a un sitio web en Argentina y han traducido así dicho término:
