A radiogoniometer tells you where a particular wave orignates. You need several readings to "zero in" on the source by trigonometric calculation.

I'm not entirely sure about this because I don't have the technical knowledge of this field, but it seems that the people are being shown the "rilievi" on paper, so maybe "surveys" isn't quite right. I found "elevations" in this text on the internet, in relation to radio waves:

I think your interpretation is more along the lines of what I was thinking. Perhps the fluctuations in the voice or whatever the sound(s) being braodcast appearing as a kind of diagrammatic representation, in a way that is similar to what appears in medical imaging diagrams/printouts.
