afin que le bailleur ne soit jamais inquiété ni recherché relativement à ces plaintes, pour autant que la responsabilité du preneur soit prouvée. - Not sure if I am getting what "expertise" is here, it normally means "assessment", so "ordered by assessment"??

These are ordered by courts. The court rules that the opinion of an expert must be given, that is the "expertise": professional assessment in the form of an expert opinion by a specialist in the field (medicine, finance, real estate, etc). There would be no one way to say this...It is paid for the parties to the case.

The "expertise" (professional opinion) doesn't actually do the ordering, the court does.
The expert witness provides an opinion but the order is the court's.

I forgot the même que: even if called for in the court-ordered expert opinion or Opinion by a professional. I tend to try and find the French law and use the dictionary only to help. I don't usually answer based on the dictionary alone as they often don't work "in the flow" of a document.
