The two parts of the sentence are contradictory-either centralised or decentralised/devolution (IATE site) and centralisé not feminine as it goes with pouvoir (masculine), not déconcentration

.. of the State.
the sentence as is makes little sense, something is missing.
Both "aménagement" and "pouvoir" are masculine, so it should be "centralisé".
